Yue Haiyan, male, Han nationality, is a native of Jin County, Liaoning province. He was born in 1937, joined the PLA in 1956, and joined the CPC in that same year. Yue has enjoyed a successful career in the Navy, and he was promoted to lieutenant general in 1996. He was a member of the 15th CPC Central Committee.
