Zhang Xinfeng, male, Han nationality, is a native of Tieling City, Liaoning Province. He was born in 1952, entered the work force in 1968, and joined the CPC in 1976. Since 2005 he is Vice-Minister of the Public Security Ministry. In April 2011, he is also became Deputy Director of the State Internet Information Office.
