Zhang Shiming, male, Han nationality, is a native of Zongyang, Anhui Province. He was born in 1922 and graduated from the Mechanical Department of Tongji University in 1947. The same year, he joined the Chinese Peasants and Workers Democratic Party.
Zhang started his career in Nanjing, serving as deputy director of the Nanjing City Labor Bureau and Vice-Chairman of the Jiangsu Provincial Youth Federation – he worked in the latter position from 1955 to 1965.
In the 1980s, Zhang became vice-chairman of the CPPCC Nanjing City Committee and later the vice-chairman of the standing committee of the Nanjing City People‘s Congress.
Along with his Party responsibilities, Zhang has extensive connections to the Chinese Peasants and Workers Democratic Party. He was elected and re-elected vice-chairman of the 9th, 10th, 11th, and 12th standing committee, Chinese Peasants and Workers Democratic Party. He also was chairman of Chinese Peasants and Workers Democratic Party Nanjing City Committee.
Zhang was a standing committee member of the 6th through 9th CPPCC National Committees. He also served as Vice-Chairman of the subcommittee for handling proposals at the 9th CPPCC National Committee.
